DISTRICT AUTHORITY MEETING

MAY 13, 2013

 

MEETING CALLED TO ORDER AT 6:54 PM. BY CHAIRMAN GERARD E COTNOIR.

MEMBERS PRESENT: A/C GERARD E COTNOIR, A/VC RAYMOND LAJOIE, A/M GERARD J COTNOIR, A/M JAMES (DOUG) TAYLOR, A/M KATHLEEN ZAMAGNI

APPROVAL OF MINUTES:  MOTION-A/VC LAJOIE, SECOND- A/M G J COTNOIR TO APPROVE MINUTES OF 04/08/13 MEETING AS PRESENTED.   DISCUSSION ENSUED.  A/M ZAMAGNI

     REQUESTED THAT ITEMS 4 AND 5 IN THE PARKING ORDINANCE THAT WAS ADOPTED AT

     THE DISTRICT AUTHORITY MEETING ON 04/08/13 BE AMENDED.  ITEM 4 SHOULD BE: NEW

     PARKING LINES WILL BE MARKED ON SOUTH MAIN STREET FROM FRONT STREET TO END

     OF MUNICIPAL PARKING LOT   ITEM 5 SHOULD BE: NO PARKING ON THE NORTH SIDE OF

     FRONT STREET (RT 44) FROM SOUTH MAIN STREET TO MAIN STREET   AMENDMENT TO

     PARKING ORDINANCE WILL BE PUT ON JUNE AGENDA. MOTION TO APPROVE MINUTES

PETITIONS & COMMUNICATIONS: REVENUE COLLECTOR’S REQUEST FOR TAX REFUNDS  

TO:  MORGAN C RICHARD, WORCESTER, MA--$15.02 ON G/L10-10MV, VEHICLE SOLD

MOTION-A/M G. J COTNOIR, SECOND- A/M ZAMAGNI TO APPROVE TAX REFUND   UV

MOTION-A/M TAYLOR, SECOND-A/VC LAJOIE TO ADD TO THE AGENDA “PENDING LITIGATION OF JOSEPH J FROEHLICH V. RICKY HAYES AND LEONEL KONICKI”   UV

REPORTS OF DEPARTMENTS: NO DISCUSSION ON PREVIOUS MONTH’S REPORTS.

FIRE DEPT.:  14 CALLS ANSWERED IN APRIL FOR A TOTAL OF 98.2 MAN HOURS.  38 FIREFIGHTERS ATTENDED THE DEPARTMENT’S BLOOD BORNE TRAINING SESSION HELD ON 04/07/13.

MARK BOUTHILLIER HAS STEPPED DOWN FROM CAPTAIN OF HOSE CO 2 TO FIREFIGHTER.

 

POLICE DEPT.:  INCOME OF $3,507.50 TAKEN IN BY DEPARTMENT THAT INCLUDES $2,162.00 FOR OUTSIDE POLICE SERVICES.

IN APRIL, THE DISPATCH CENTER RECEIVED 1,069 CALLS FOR SERVICE.  POLICE OFFICERS INITIATED 59 CRIMINAL INVESTIGATIONS THAT RESULTED IN 12 ON-SITE CUSTODY ARRESTS.  CONTINUED INVESTIGATIONS WAS REQUIRED ON 47 OF THE REPORTED CRIMES.  A TOTAL OF 62CRIMINAL ARRESTS WERE MADE IN APRIL.  POLICE OFFICERS CONDUCTED 220 MOTOR VEHICLE STOPS.  103 VERBAL WARNINGS, 83 WRITTEN WARNINGS, AND 34 CITATIONS WERE ISSUED.  A TOTAL OF 11 MOTOR VEHICLE ACCIDENTS WERE INVESTIGATED.

LETTER RECEIVED FROM MAJOR MICHAEL B DARCY, COMMANDING OFFICER CT. STATE POLICE EASTERN DISTRICT, COMPLIMENTING AUXILIARY POLICE OFFICER BRYAN SWEET ON HIS “OFFICER FRIENDLY” ROUTINE, ENGAGING WITH PEDESTRIANS WHO HAD COME OUT TO ENJOY MAIN STREET ON A SPRING NIGHT, DOING A GREAT JOB ENSURING THAT THE PUBLIC FEEL SAFE AND SECURE, AND GENERALLY SERVING AS A TOP NOTCH AMBASSADOR OF THE PUTNAM POLICE DEPARTMENT.

     UNCOLLECTIBLE PROPERTY TAXES TO THE SUSPENSE TAX BOOK   UV

     SET MILL RATE FOR FISCAL YEAR 2013/2014

     MOTION-A/M G J COTNOIR, SECOND-A/M TAYLOR TO SET MILL RATE OF 7.4 MILLS FOR

     FISCAL YEAR 2013/2014   UV

     PENDING LITIGATION OF JOSEPH J FROEHLICH V. RICKY HAYES AND LEONEL KONICKI         

     MOTION-A/M TAYLOR, SECOND-A/M ZAMAGNI TO AUTHORIZE CHAIRMAN COTNOIR TO

     ENTER INTO THE PROPOSED SETTLEMENT REGARDING THE ACTION ENTITLED        

     JOSEPH J FROEHLICH V RICKY HAYES AND LEONEL KONICKI, NO CV-12-6005214-S, AND

     TO EXECUTE ALL APPROPRIATE SETTLEMENT DOCUMENTS RELATED TO THAT MATTER     

     AS DISCUSSED IN EXECUTIVE SESSION, PER THE ADVICE OF THE DISTRICT’S LEGAL

     COUNSEL   MOTION-A/M TAYLOR, SECOND-A/VC LAJOIE TO AMEND MOTON TO ADD

     “SUBSTANTIALLY IN ACCORDANCE WITH EXECUTIVE SESSION”   UV
